Emerging Needs

United Way of Portage County is committed to improving its capacity to help in times of financial crisis. In order to respond to the current economic situation and its impact on the residents of our community, United Way has determined that the most appropriate use of Special Allocations Funding for 2010 will be to support high priority needs within the community. 

Special allocations requests for 2010 should meet at least one of the following criteria:

Member Program Immediate Needs

Special Allocations will provide an avenue of support to help United Way-funded programs meet immediate and pressing needs. Some examples of the types of requests that would be eligible through this process include: a shortfall in program revenue, an increase in program expenses due to increased need for services within the community.  

Member Program Immediate Needs Application

Basic Needs Assistance - Connecting individuals with critical resources during crisis. 

The following types of programs will be considered eligible for safety net funding:  food, shelter, clothing, utility assistance, prescription assistance. Requests must demonstrate a research based approach to program success including clearly defined outcomes & measurable results.

Priorities Listed by Impact Team

Financial Stability - Empower low income individuals to become financially stable. 

The following types of programs will be considered eligible for safety net funding: increasing financial literacy, increasing employability through education & job training, increasing access to dependable transportation. Requests must demonstrate a  research based approach to program success including clearly defined outcomes & measurable results.

Other requests may also be considered after all of the above needs have been addressed by United Way's Vision Council. Funding requests that do not meet an immediate need described above must align with at least one of United Way's Community Impact Priorities. However, at the discretion of the United Way's Vision Council, final approval may be withheld until 4th quarter 2010 - in order to ensure that all high priority community needs have been funded first.

 

All requests must demonstrate a research based approach to program success including clearly defined outcomes and measurable results.

 

Program Eligibility

A program is eligible to apply for Special Allocations funding a maximum of two years. If the program has received two years of funding from United Way, the Vision Council will determine whether or not the program should be recommended for United Way's member agency allocations process.

If the Vision Council determines that the program should complete a full member application and go through the allocations process, the allocations panel will evaluate the program using the same standards and criteria used to evaluate all other member programs to determine whether or nont on-going funding is appropriate. If they determine that the program is not appropriate for funding or member agency status, the program will no longer be eligible to apply for any type of United Way funding. If the Vision Council determines that the program is not appropriate, the program will be notified in writiting.

 

Schedule

  • March 30th - Applications submitted by March 30th will be evaluated April 14th, 2010.
  • June 14th - Applications submitted by June 14th will be evaluated July 14th, 2010.
  • October 13th- Applications submitted by October 13th will be evaluated November 10th, 2010.
